Sediment Research builds pattern intelligence for government contract bid protest practitioners.

The premise is simple. Thousands of resolved GAO decisions are public record. Each one contains signal — the legal theories that appeared together, the conditions that mattered to GAO, the outcome. Most of that signal has never been structured for use.

Sediment Research encodes it. Case by case, claim type by claim type, mechanism by mechanism.

The first domain is US government contract bid protests — 8,579 GAO decisions from 1991 to 2026, continuously updated.

Why this, why now

Bid protest practitioners have always known that resolved GAO decisions contain pattern knowledge. The question was whether that knowledge could be made accessible — structured, searchable, usable at the point of research rather than after years of practice.

The answer required two things: a comprehensive corpus of resolved decisions and a way to encode structural relationships rather than just text. Both exist now.

Sediment Research is the result of applying that approach to government contract bid protests — starting where the public record is richest: GAO decisions from 1991 to the present.

The knowledge compounds with every case. More domains follow the same path.
